When the key is turned to "ON" position, is the fuel pump being heard primed for a second or two?
How was the presence of sparks verified?

P1523: "Throttle Mechanical, Throttle Default Position Fault". From the WIS: "P1523 is generated if the throttle is moved (e.g. with a screwdriver) when in the rest position, even when the ignition is off." Verify that the throttle is not in need of cleaning, and in "closed position" when engine is not running.

removed throttle body butterfly valve wont move cleaned wont move still
here is the good part.... with throttle body off of intake just sitting there car started...... so seems throttle body (Throttle Control Actuator) is issue also found oil in intake look back to turbo some in pipe as well so seems turbo is issue as well will need new plugs will assume with oil in intake

Verify continuity of the throttle motor winding; resistance should be 1.13 +/- 0.1 ohm, measured on pins 5 and 6, at 68°F.
