1999 Sabb 9-3 SE Convertible Fault code B2410

The diagnotic code sheet says; Direct current motor, air distribution damper. The malfunction is B+ open circuit or shorted to ground. Is this a wiring problem or is the motor burnt out. To take a look, do I need to remove the glove box and passenger side console foot panel? Or is it necessary to remove the entire center console as well? I've also noticed the fan comes on and then off as if it's recycling could this be due to the same problem. Any suggestions would be helpful.
