I have been to Chile and Brazil. Chile is somewhat orderly, sort of a mix between Germany and Italy. Brazil is a bit wild and slightly crime ridden, I believe. I have only been to Rio de Janiero in Brazil. I believe that Porto Alegre in the south is very White. Machu Picchu in Peru might be popular. If I had to pick some places in South America other than Chile and Rio, I might consider:
1. Iguazu Falls, Paraguay/Brazil/Argentina
2. Cuzco and Machu Picchi, Peru + Lake Titicaca, Bolivia
3. Montevideo, Uruguay
4. Barranquilla, Colombia
5. Asuncion, Paraguay

The answer to the photo is Taipei, Taiwan. The situation of Taiwan is controversial. Taiwan's official name is the Republic of China and also known as the Republic of China (Taiwan). The government of the Republic of China governed the mainland and Taiwan until 1949 when it retreated to Taipei. The mainland is now controlled by the People's Republic of China, which claims Taiwan as its territory.
The People's Republic of China will not allow Taiwan to be a United Nations member nor compete in the Olympics under the name "Taiwan". It must compete under the name "Chinese Taipei". Should the US Olympic team compete under the name "American Washington", not "USA"?
The view in the photo is taken from the Elephant Mountain hiking trail near downtown.
