Usually when the belt goes so does the tensioner. Replace that and see if it fixes it. Also check to see if you have the belt routed properly.

Pull the fuse's for the alarm/security system. If the car starts then problem solved. I had my 9-5 do this all the time, I got a new battery for my fob and reprogrammed it.

If it's scratched, nicked or gashed it needs to be bored. Other wise hone it. Honestly being at the top of the cylinder it looks ok. Just make sure it's not warped or anything.
