I think it is possible but space is really tight in there as you probably know. Here are instructions for replacing the regulator:

You'll have to take out the entire trim piece around the shifter. I think the cigarette lighter socket is held in by clips on the rear of the trim panel.

Nice score, those will look good on your 9-5. The one in the picture actually looks pretty clean already.

Engine vibration while idling in drive is common for the 9-5 with the 2.3 engine. Saab changed from a long belt with center pulley to a short belt eliminating the center pulley for a few model years....

The Saab H engine has a long history and was first used in the Saab 900 in the early 1980s. And can considered the last real Saab engine while the 9-3 and 9-5NG used GM engines....

It seems pretty unlikely we'll see any mainstream French cars back in the USA again any time soon. Fiat was pretty much a failure in the last 8 years and French cars didn't have the greatest...
