I had a 2005 9-3. It was pre-wired for front fog lights. However, it needed Tech II programming for the lights to work.

I went to the Buick Saab dealer a couple miles west of Aventura in 2005. They didn't know anything, it seemed. I later moved to the Seattle area where there are several places that fixed only Saabs.
