If you have EPC, you can find a download link elsewhere on this site, you can find the part number, it is probably generic GM so a Holden dealer might be a good start.

That would seem reasonable, did you try blowing through it both ways? It wouldn't be unknown for it to be assembled incorrectly of simply not working.
