Saabs are not sold in India. There are no Saab dealers. I have an issue of an Indian car magazine which lists all the models sold in India. Saab is not one of the ones listed.

Somebody must have shipped a Saab themselves.

Here's what I know of India. Drivers use the horn a lot. The average driver may honk about once every 15 seconds so the horn button should be well designed. The license plate is paid for at the time the car is registered and is very expensive. They do not have a yearly sticker on the license plate so there are fewer problems with collection/payment. You can get credit if the car is sold or scrapped early. This license plate does look Indian. Looks like Maharashtra state, which is where Mumbai is located.
