I, too, searched all over South Africa. I also wondered if the inscription is Chinese so I searched over quite a few places in Asia.

Grand Ballon Station Monument????



Could be this....
On top of the Grand-Ballon summit stands the Diables Bleus monument erected by the Club Alpin Français and the Club Vosgien in tribute to the victims of the batallions of mountain infantry who fought in the First World War. Radar for civil aviation was designed as an architectural work by its creator Claude Vasconi and built in 1997.
From underneath the radome, you can access an orientation table providing magnificent views.

But maybe the modern dome is the Diables Bleus monument?

From this monument in the Vosges region you can see into Germany (obviously as just across the Rhine Valley) but also to Switzerland.
