Looks like Venice but also looks suspicious. My answer is that it is Las Vegas (USA). If more specificity is required, my guess is that it is the Venetian Hotel.

I was watching a documentary a few weeks ago about Ceuta which is a Spanish enclave in Morocco. It has a similar fence and landscape but I can't find this specific setting. I probably am looking in the wrong area.

The top picture looks suspiciously like Coconut Grove in Miami. I haven't looked it up yet.
EDIT: I looked it up and I am wrong. It is not the Miami Daily News Building/Freedom Tower. That building is here. Not the same.
