No power after 3000 rpm- car hesitates

After a lengthy project of pulling out the engine and swapping out the tranny, replacing all seals and degreasing the engine bay, I got the 91 vert out on the road only to experience hesitation after trying to enjoy the higher rpms (over 3). I checked the vaccums and they all checked out. Where do I go next? Almost feels like there's bad gas or something blocking the exhaust. On the highway, if I let go of the gas pedal momentarily it regains strengths again for about a second or two. And when coming off the ramp to a complete stop, it mostly will dip below idle and turn off. If I drive around town under 3000 rpms the car is good and can feel it trying to gain boost but then will hesistate and not pass the 3000 rpm mark. Any help is always greatly appreciated!

91 turbo convertible, 109k, 5 speed.

Did you bump the distributor sideways during the whole ordeal? I would guess that static timing is extremely retarded.

Another possibility- when I first got my 88t on the road, it wouldn't boost and would just backfire whenever I tried. The cause turned out to be improperly gapped Champion spark plugs that the previous owner had installed. $8 set of NGKs later, all was fine.

Forgot to leave this update but Problem fixed! it was a loose Turbo intake pipe, simple as that! Thanks though!!!
