Seattle-Tacoma International Airport has a Saab 9-5 friction tester. They have an in-house mechanic to work on the car.
I presume that Sarsys, the company that makes the friction tester part can service the friction tester part of the car, but that would probably costs quite a bit as they would have to fly to Egypt to do repairs. As far as the car part, like the engine, perhaps a local mechanic could service the car. A dedicated Saab mechanic may be difficult to find because Saabs are not sold in Egypt. The taxes on imported cars are extremely high, leading to some companies, like BMW to assemble cars in Egypt from kits. If a local mechanic is agreeable to service the car, perhaps they can get parts from the same place that Saabs in Dubai get their parts. Another possibility is to get parts from Greece, Cyprus, or Sweden, countries where there are Saabs.
