tow bar electrics not working

i have an 05 1.8t vector convertible fitted with detachable tow bar (by saab a few years ago).

i've used the tow bar for my bike rack but never used (or checked) the electric socket for it.
i want to use it so checked to see if it was working using a digital multimeter.

no functions are working though. only the 12v from ignition & the permanent 12v is there.

as i've never used it i don't know if it's ever worked since fitted.
i checked the fuses in the rear fuse box (control module or rear electrical center) & all are ok. 12v power is also at the relevant fuses.

there is a trailer control module plugged into the rear fuse box (control module or rear electrical center). this has a circuit board inside & so don't think can be fault finded (if there is such a word). i'm not too sure what this does but the voltages for the trailer lamps come from it i believe.

does the tech II thing have to be enabled for the trailer functions to work? if so i'm thinking this may not have been done at the dealer when fitted.
only other thing i can think of is that the trailer module isn't working - seems strange though as it was new when fitted & has never been used since.

any one have any ideas what else i can check or do to get it working/

thanks.

when that kit is installed - harness, module it does have to be programmed into the REC (Rear Electrical Center) by a Tech2. If all check outs ok - it's either the module or the REC which has gone bad.

thanks for the info.

the dealer will charge me just to check the tech II which i was hoping to avoid.

i have a strong feeling that they didn't set up the tech II thing when they fitted it ( a few years ago now)

not to sure what to do now.
