High Idle
I've been experience high idle when warm, in Neutral and Park around 1100 rpm or so. Idle goes down when D is selected.
However when I blip the throttle in Neutral, let's say 2500 rpm the idle will stay there and won't come down. The only way to bring it down is to D is selected again then back to N, idle will then drop to 750 rpm and back up again to 1000-1100 rpm.
Is this a sign of a sticky/dirty throttle body??

Yes as well as the MAF which you might want to clean as well. Use part specific cleaner for each part and electrical contact cleaner if you go into the electric housing on the TB.

SAAB MAFS don't take to nice to "cleaning" - but Neobrother's has a blowout on NEW MAF sensors on ebay. $116 each!

replaced all vacuum hoses last year, and replaced a broken 1-way valve. Unless there's somewere else that it may leak, i'm not sure where else to look.
I read on some forums to not use Carb Cleaner on the MAF, Can i use Electronic Contact Cleaner instead?
I had some problem opening the plastic portion on the TB. The last time i cleaned the TB, the clips started snapping so i stopped at that. Is it critical to clean the electronic portion of the TB?

could it possibly be your iac valve..? had the same issue a few years back on a 9000 and that turned out to be my problem
