Headlight Alarm
Is there meant to be an alarm on the headlights when you get out of the car but leave them switched on like the Vetra`s have?

No, the headlights will turn off when the ignition is turned off. At least that's how it is for the North America market.

I really like that feature. Here in Canada we have to have DRL's. So instead of leaving the switch off and turning it on when it gets dark, I never turn the switch off.
Driving in the city I have caught myself at night without the headlights turned on before.
