Updated 09/20/2013: When diagnosing a repeat P0638/P2176 do not overlook junctions J34/J35 in the engine wiring harness and connectors H42-2/H42-3 under the battery. If you experience a repeat DTC it can be a problem with any of the connectors or junctions; they can also prevent/block the Throttle Test from occurring during the diagnostic process.

VEHICLES CONCERNED
Saab 9-3 SS, SC, CVMY07 and later, (mainly MY09 produced during late 2008) with B207 engine independent of engine variant..
BACKGROUND
Check engine lamp is illuminated, and DTC P1681, P0638, P2135 is stored in the T8 ECM. The root cause to the DTC is most likely caused by the sensitivity of the throttle body position sensor in combination with variables in throttle control strategy.
ACTION
If DTC P1681 is detected together with P0638 and/or DTC P2135, the throttle housing P/N 9318 9207 and gasket P/N9053 7718 could be replaced without further fault tracing.
If only DTC P1681 is detected proceed as follows: Connect TECH 2 and start in the snap shot mode (throttle area (mm2), engine speed, and requested air). Drive the vehicle on a flat road with constant speed and engine load to record the snap shot during driving. If the value for the throttle is fluctuating during driving it is most likely a faulty throttle housing is the root cause and should be replaced together with gasket.
If the throttle area does not fluctuate, follow the fault tracing in WIS for DTC 1681 before further remedies.
If the ECM was replaced previously for dtc P1681 and no fluctuating of the throttle is noted when tested using the above procedure, proceed with Throttle body and gasket replacement.
