Isn't that a drain for any water that may accumulate in the battery box?

On the 9-3SS (2003-2012), there is an air duct on the upper side to allow hydrogen gas to be vented. There is also drain holes at the bottom.

If it was just a drain from the bottom of the battery platform it would need only to be a straight vertical tube, and would probably be simply a rubber hose. I have not seen a schematic of it but I believe this is definitely a fresh air intake due to the placement of the opening low and behind the grill, shape and size of it. Another shade-tree mech I know suggested this is a great design idea to preserve battery life. Mine has the big plastic cover over it and I imagine it would get, and stay, quite hot under there without this sort of air supply.

You're correct. Information from the WIS:
The battery is enclosed in a battery cover to reduce heating. An air duct allows air to pass from an opening in the car's spoiler. The air from the air duct passes through the battery cover and cools the battery.
