Yesterday, I was driving local and suddenly lost power so I pulled over to side and restart car but it only crank it didn't start. so I had to tow and ran code scanner and result is …
"P0638 Throttle Mechanical - Throttle Position Deviation From Demanded”
So I exam the throttle body, butterfly plate is completely shut(close), it won't move at all.
What do I do? If I replace this, do I need to reprogram? Please help! Thank you!

The first thing is to just buy some "throttle body cleaner" and take an old t-shrt and tookbrush, pull the large tube that connects the turbocharger to the throttle body and clean it as much as you can. This should help, if not completely correct the problem, in my opinion.
