Interesting discovery, that leads to several questions.
What year, model and motor is the Saab that has this ECM with two vin #'s stored?
How do you know that the ECM has two vin numbers stored?
If you used a Tech 2 did you get cracked software with a stored snapshot from another car stored in memory?

Because of my age and upbringing I am dysfunctionally conversational in half a dozen different languages and technically competent in two. Auto correcting word replacing iPhone Tapatalk shorthand isn't one of those languages and this is no place to be guessing at what you might have actually said.
You removed the CIM from the ECU? and now you have an error message on the Tech 2 ?, "CIM column integration module Negative response: 7F 1A 22 DID number: 3F Scode.c, line 676".
From the wording of this posting, my best guess is that you will probably need to replace the CIM. If you still have security access you might get lucky. BUS errors can interfere with connections and BUS errors can be cleared. If you wrote bad code to the CIM, start shopping for one a good used one with keys.
