Low oil pressure only when under 1100 rpm

I have a 2002 Saab 93 SE where the low oil pressure light only comes on and stays on under 1100 RPM. once over 1100 rpm lights warning lights go off.
What I have done to date:
Run synthetic oil since 70K miles now has 116K miles - I think 10w30
Dropped the oil pan and replaced strainer that had sludge in it
Replaced oil pressure sensor
Replaced Oil Pump
Manual Oil Pressure test showed warning light is correct:
the results:
Oil Pump pressure reducing valve opens at Bar 3.8
Warning lamp comes on when oil perssure is below bar .3 - .55

B235, B205: Oil pressure at 2000 RPM with warm engine Bar 2.5
(105+/- 2 degrees C 221+/-4 degrees F)

End Float between oil pump rotor and housing MM .03-.08
Engine oil cooler thermostat opens at C/F 105+/-2 (221 +/-356.6

With this information what should I do next to try to resolve this issue to have a reliable car once again - it is my daily driver and I am not sure I want to give up on it yet.

maybe checking your PCV if tubes are clogged and clean the oil dipstick tube.
