NG95 Traffic Sign Recognition (TSR) For USA

I have a 2017 Volvo XC90 that has the camera up front to recognize street signs and esp speed sign markings. In addition, it uses the GPS data to display what should be the speed limit, if the GPS says 45mph for a stretch of hiway and the camera sees a different sign with say 35MPH it will use the 35 MPH, not the GPS data, if both are in agreement no difference is seen, very clever. I now own a 2010 NG95 with TRS, however, it never displays the speed limit, just a blank sign image. Does the TRS use a camera or does it use the GPS metadata in North America? Is there a reset process?

If I remember correctly it may have been that the TSR works only in Europe. Correct soeone if I remember wrong? I have it and it uses only in my car the camera, (I don't have navi) and not sure if it uses GPS also with cars with Navi.
