Hey Geoff, without the well interspersed words of profanity that would flow from the mouth of my friends dad when anything broke it's hard for me to comprehend the entire statement as a description of something broken, but I think this says the seat heaters don't work, but the lights come on when the button is pushed. As you have a 9-5 you might know where to check the connections and maybe you can help this guy.

An explanation of how the seat heating works may solve a few problems.
When the driver presses the button for seat heat the panel sends a request to the control module for heating, the control module commands the relay and the green light comes on.
Once the relay is energised the control module monitors the seat heater temperature.
If the seat heater doesn't get hot the control module determines that the heater is open circuit and shuts down the heating, the green light goes off.
If the heater does get hot the module allows the thermostat to control the temperature until the heating is switched off or the engine is shut down.

If, as reported, the light comes on and then goes off later it is a pretty good bet that the heater is open circuit.

After pressing the seat heating buton can be heard as the relay switches over, and after a moment the control goes out. The front seats do not heat up at all.
Is it possible that both heaters in the front seats are broken at the same time.

Yes, is there any reason why you think this is not possible? The seats and their heaters are independent of each other.

The seat of the passenger is sporadically used.

I do not know if it has any connection but I noticed that the cigarette lighter socket does not work, just green backlight.

It only needs to have a broken wire in one of the heater elements, level of use makes no difference.

Totally unrelated, the cigar lighter fuse has probably blown, it is in the fuse box by the glove box on the passenger side. I can't remember the fuse number, sorry.
