Poor MPG, like extremely poor MPG
GA SW,
2002 Saab 9-3 SE HOT Hatch
So my Aero with 226k on it, gets about 29.5 miles to the gallon.
My 02 HOT Hatch with 2k on a redone block gets about 15 mpg.
Here's what I've changed:
Up and downstream o2 sensors
Fuel filter
Has a K&N reusable air filter
Reset ECU
Ran fuel system cleaner through once
What I haven't changed:
Fuel Pump
Injectors
Fuel Pressure Regulator
Anything else I'm overlooking? Any advice would help soothe my butthurt.

If it's always been 15mpg since the redone block it could be vacuum lines plugged into the wrong spots.
Fuel pressure regulator is the most likely cause of what you have listed, fuel pump is the least likely. Then you can round up the other usual suspects from the air sensor to the temp sensor to a sticky EGR and if you don't find any indication of gas on the vacuum side of the fuel pressure regulator and you can't produce a fuel leak by banging on the gas lines from the gas tank to the purge tank with the engine running, a visit to Saab service for a good diagnostic will cost less than needlessly replacing good fuel injectors and other good parts.
With three Saab's in your stable you really should consider getting your own Tech 2, will cost more than one diagnostic but not more than two.

I'll address these points in a list:
1. Whats the EGR and where is it?
2. Do you have a good source for a Tech II?
3. In your opinion, what vacuum lines could be mixed up?
4. Air sensor is the MAF?
5. Temp sensor is the engine coolant temp sensor?

1. Exhaust Gas Recirculation valve, and after looking through the electronics parts book it looks like only the diesel had one in 2002
2. Got my Tech 2 through aliexpress, it came from China and it was higher quality than expected having read so many postings on these units. TIS 2000 software was an entirely different story.
3. Only takes one check valve installed backwards or one old hose that cracked or doesn't seal tight when reinstalled to cause a problem. Pull a motor, put it back and it's anyone's guess. Couple of years ago I looked at a Chrysler turbo that had a sharp bend that pinched the hose closed like crimping a garden hose. Engine shouldn't have run, but the people who did the work made it run by changing things they shouldn't have to compensate for the vacuum they didn't have.
4. Air sensor is the MAF.
5. Temp sensor is the engine coolant.

Hi
i have equals as poor mileage with my car a 93 Aero, with the same engine as yours. Using 20 litres of fuel per 100km.....that’s about 15 miles a gallon...
Did you work out what was causing your issue?

Start with fuel filter. Change that. How old is the fuel pump? If it's really old, maybe look into replacing. Reset the ECU by disconnecting the battery for 5 minutes. Finally, spark plugs and DIC.
