1999 SAAB FUEL PUMP turbo 9-3 convert.

The fuel pump will run the normal 2 seconds when key is turned on but car will not start. If I turn the key off and try again, I do not hear the pump turn on for the 2 seconds. If I leave the key off for 10 minutes or so, the pump will then turn on for the brief 2 second run. Car will not start and I am not getting fuel into the filter. I guess it is time to replace the pump. Still have been unable to locate the fp relay.
