Is it 23 British/imperial MPG? If so, that would be 19 US MPG which seems not that great for the 9-3 2.0t.
An imperial gallon is 4.54 liters and the U.S. gallon is 3.78 liters.

I get 35 mpg going 65 mph over the road, and 29.5 mpg when I'm home. I cleaned my throttle body, new NGK sparkplugs, new ignition coils "black tops" new K&N air filter, and did my own flush on the tranny. So far so good.
