Buy or not buy - "bad" twice

I found a 2001 9-5 (don't know what sub model yet) that the seller (non-Saab person) said its "something they call a bad twice box". I am VERY new to Saab.

The seller does have a key, obviously the car doesn't run, but before I pay $200 to have it towed home I'd like to understand the process of fixing this.

I am guessing the twice can either need to be reprogrammed or replaced (damaged).
If it's needs reprogramming (I don't have a Tech 2) can I pull it and send it out somewhere? Are there places that do reprogramming?
If it's needs replacement I have to replace not just the twice but the key(?) and ignition(?)?

Any additional info and/or questions I haven't brought up I would appreciate the input.

    Thanks,
    Jim

TWICE = Theft Warning Integrated Central Electronics. You can replace the box but you will need a "Tech 2" device to marry it to the vehicle.
