Rust Removal and Touch-Up --> '05 Linear Wagon

Looking for where I can source a small amount of touch-up paint, and advice on removal of rust.

My wagon has a couple of patched, at the base basically bw the front and rear doors. It's about 1x2 inches and very evenly rectangular in shape.

My basic thought is to dremel the surface and hope it's not structural. I only recently bought a dremel and I don't really have much car-ifixin' experience, let alone body work - though I have done gel coat repairs on fiberglass kayaks.
