    2004 9-3 ARC - HID Headlight Issue

My driver's side Xenon HID headlight will not illuminate. I have switched the whole headlight assembly to the passenger side and it works fine. I measured the harness voltages and they are the same from passenger (working side) to driver (non-working side). I also confirmed that the harness ground (black wire) is tied to chassis ground on both sides.

Follow your wires all the way back to where they attach at the UHC (under hood electrical center / fuse block) and look for damage or bad connection. Takes more than voltage to turn on the lights, takes current too and a damaged wire can read good continuity and read 12V on the meter with just one strand of wire connected, but if it can't carry enough current to light a test light it will never light the headlamp.

Pulled Fuse Box and inspected modules/ wiring below. Nothing suspicious.

Funky but true, lights are individually controlled by the UHC which is always my first best guess, but you say you have same harness voltages pass and drive side. Did you use a simple light bulb tester at the connectors to see if your voltage comes with enough current to light the filament?

Finally gave in and took it to a shop. It was the UEC not sending signal to the 342 module. So after $630, I have working headlights again.

It was the draconian quote to program my headlights that encouraged me to purchase a clone Tech-2 and spend hours getting TIS software to work on an old Dell laptop. I estimate that in the first year that I owned my Saab I saved over 8 times what I spent to tool up and being able install used and GM compatible part numbers made my little Saab one of the most affordable cars I've driven in years.
