Misfiring and hissing sound coming from my 2008 9-3 2.0LT
I haven’t had my SAAB very long, so I need a bit of help. My car has been running a lean idle, and hesitates when I accelerate past 2 rpm. My check engine light is also on. I also heard a hissing noise coming from my engine. I searched and found a hose that’s sucking in air under my alternator. Is the hose supposed to be there? Or is it supposed to be connected somewhere? Any feedback is greatly appreciated.

Yes that hose should be connected and not sucking air hanging loose.
There are a couple of hoses that could drop down that far. Can't tell from the size of the hose where it belongs, but from the greasy look I suggest you start looking for the connection end at or below turbo level.

Could be the one that is connected far up at the back of the intake manifold. It's a long hose that can drop a long way. If the hose is like on a OG 9-5.

UPDATE:
I’m pretty sure that it connects to this hose, which runs under the power steering reservoir. The Hose that I’m holding (the one under the reservoir.) seems to have a piece on there that has broken off, which might be why the hoses don’t stay connected. Can anybody please tell me what kind of hose is this? Thanks for the help I really appreciate it.

Your broken part is a check valve, The Saab parts book shows the line as an assembly and doesn't list this as an individual replacement part. You can buy these check valves all day long on Amazon and EBay for about $5 quantity one each or you can get a bag of 50 for less than the price of one Saab line and there are several of these under the hood.
For getting quantity 1ea at the neighborhood parts store when I'm rushed for immediate need, I use the Dorman help package part number 47170 for 1/4 in 1/4 out check valve and for the 3/8 in and out check valve I ask for the 1.8 VW Turbo crank case check valve. Picking up at the parts counter costs twice as much as buying online, call these by any other name and it can cost ten times as much for the exact same part.

I use a right angle pick to free the rubber from the mount, stuff the sharp point up in between the rubber and the port, move it around as much as you can and then pull the line free. When you care about not breaking the plastic part, do this at several points around the circumference.
If your lines are stretched and hardened with age best to cut off the stretched end before you reinstall. If your line is really stiff, or this leaves no working slack, put in a fresh rubber line.
