Fuel door actuator replacement???

1999 9-5 wagon 2.3l 4cyl...
The button on the drivers door will not open the fuel filler door but the cord I side the rear of the wagon works fine. I would like to try to test the actuator but I cannot find instructions or videos as to how to remove the actuator. I am able to remove the door and the plastic that keeps the hinge and spring free of dirt and such but I can't remove the rubber boot around the filler neck. At least I'm hesitant to try to hard and ruin it. Can the actuator be accessed through the I side back wall of the wagon? Or do I have to jack up the car and remove the wheel and plactic shroud I side the wheel well to access it? Or is it simply accessed from under the car from straight below the filler neck?
