Nokian tires from Russia
I need winter tires next winter though I could delay it by another year. Then I thought what is Nokian going to do. Lots of the Finnish tire company's production is in Saint Petersburg, Russia. I searched and found this...

Finland-based Nokian Tyres is shifting production of some of its key product lines from Russia to Finland and the United States to prepare for possible further sanctions following Russia’s invasion of Ukraine, the company said....While running its factory near Saint Petersburg at full capacity, Nokian says it has started transporting tires out of Russia to warehouses closer to its customers.

The company also could not say whether the move would be temporary or permanent as the situation is evolving.
The tire maker says it has been ramping up production in Finland and the US to respond to increasing demand, but still produces approximately 80% of its annual capacity of 20 million tires in Russia, where it employs around 1,600 people, Reuters reported.

It looks like Nokian Tyres are no longer in Russia. I had a set of great Nokian Hakkapelliitta snow tires before.
The tire company originally had most of its tire production in Finland many years ago. It then started Russian production. By 2021, 80% of Nokian tires were made in Russia. Many Nokian tires sold in the U.S. were Russian made. 20% of Nokian sales were in Russia and central Asian countries that were formerly part of the Soviet Union. If that's the case, then most of the Russian production was exported.
In October, 2022, Nokian announced that it was selling its Russian plant.
A few days ago, I saw a car with Nokian tires. They were made in the United States.

Nokian Tyres’ update on the war in Ukraine
Due to the war in Ukraine and the subsequent, tightening sanctions it is no longer feasible nor sustainable for Nokian Tyres plc to continue operations in Russia. The company has signed an agreement to sell its Russian operations. The process will be done with due consideration to local employees and legislation.
Nokian Tyres will update this page as necessary as the situation evolves.

NOKIAN TYRES PLC TO SELL ITS OPERATIONS IN RUSSIA
Nokian Tyres plc has signed an agreement to sell its Russian operations to Tatneft PJSC. The debt free and cash free purchase price is expected to be approximately EUR 400 million. The final purchase price is affected, among other things, by net cash and working capital adjustment and changes in RUB/EUR exchange rate.
